Pressure is being put on governments to reform their human rights legislation, recommendations included removing bans on homosexuality.
At last weeks Commonwealth Heads of Government meeting in Australia, Prime Minister David Cameron raised issues with a number of African countries.
Mr Cameron said: “Britain is one of the premier aid givers in the world. We want to see countries that receive our aid adhering to proper human rights.”
He conceded that the issue would not be solved by the next Commonwealth leaders meeting, which is due to take place in Sri Lanka.
Mr Cameron’s Canadian counterpart, Stephen Harper is refusing to attend the 2013 summit in Sri Lanka. It is unknown if Mr Cameron will follow but he warned it could face further boycotts over its human rights record.
Mr Cameron said: “It is important pressure is applied. It is up to them to show progress so they can welcome the maximum number of countries.”
Experts from Commonwealth member nations wrote the internal report on the future relevance of the Commonwealth, recommending lifting bans on homosexuality.
